Jointly Discussing Development Strategies and Crafting the Future of Private Enterprises | The Lüliang City Symposium on Creating a Favorable Environment for Private Sector Development Was Held at Pengfei.

Riding on the momentum of the successful conclusion of the Two Sessions, a symposium on fostering an optimal business environment for the private sector was held at Pengfei Group’s headquarters on the morning of March 12. Attendees included Yan Lin, Vice Mayor of Lüliang City; Chu Zhanfeng, Member of the Standing Committee of the Xiaoyi Municipal Party Committee and Vice Mayor; Xue Zhiqiang, Vice Mayor of Xiaoyi City; heads of relevant government departments; leaders from among the top 50 private enterprises in Lüliang; media representatives; and over 100 other participants. Zheng Zihao, Vice President of Pengfei Group and Head of the Strategic Investment Department, delivered a speech as a corporate representative.
In his address, Chu Zhanfeng emphasized the hope that all participating government departments and enterprise leaders would engage in in-depth exchanges and precise coordination, looking forward to leveraging this symposium to foster closer collaboration between the government and businesses, thereby securing a strong start to 2024 marked by mutual commitment and win-win development.

Yan Lin emphasized that the current international and domestic landscape is complex and ever‑changing, and that authorities at all levels—from the central government to provincial and municipal bodies—have implemented a series of measures to support the growth and strengthening of the private sector. Private enterprises must remain confident, boldly speak out in favor of development, and courageously confront challenges. The municipal government will do its utmost to create a high‑quality business environment for private firms and to drive their transition to high‑quality development.

During the session for enterprise representatives to speak, more than 20 business leaders engaged in in-depth and spirited discussions on topics such as how to implement the spirit of the Two Sessions, identify new drivers of economic growth, and reduce inspections of enterprises. Participants freely voiced their views and jointly explored fresh ideas and concrete measures to advance the development of the private sector in Lüliang City.
The head of Shanxi Jinxiu Elephant Agriculture and Animal Husbandry Co., Ltd. hopes that governments at all levels will adopt a scientific approach to organization, strengthen the application of inspection results and enhance overall coordination, reasonably reduce the number of inspectors from individual departments, lower the frequency of inspections, and minimize redundant checks to the greatest extent possible. Furthermore, they advocate for the unified use of inspection outcomes through a system‑sharing model. At the same time, they call on the government to provide subsidies and support for upgrading and renovating aging, dilapidated, yet stable hardware infrastructure.
The head of Shanxi Jinmao Energy Technology Co., Ltd. recommends enhancing the digital capabilities of the dual-prevention mechanism, risk management, and hazard identification and remediation, leveraging digitalization to bolster high‑level safety and ensure the company’s high‑quality development. Furthermore, digital tools should be deployed to refine enterprise management processes, drive cost reduction and efficiency gains, and strengthen the company’s core competitiveness.

Zheng Zihao, on behalf of Pengfei Group, expressed his heartfelt gratitude to the Municipal Party Committee, the Municipal Government, and all relevant functional departments for their longstanding support and assistance. He stated that Pengfei has consistently upheld the principle that “national strategy is Pengfei’s paramount strategy, and the pace of the times is the direction of our progress,” and will continue to deepen its commitment to the green energy sector, accelerate the expansion of the hydrogen‑energy industrial chain, and continuously bolster new drivers of growth. Furthermore, with a focus on the digital transformation of manufacturing, Pengfei is striving to forge a new path of growth characterized by higher quality and stronger momentum.

Zheng Zihao stated that he hopes the relevant authorities will deepen their service-oriented approach, transforming inspections into support to help enterprises grow; and that benchmark companies pioneering new initiatives, as well as those leveraging digital technologies to drive high-quality development, will receive comprehensive support in areas such as funding, talent, and technology. He expressed confidence that, through the joint efforts of the Municipal Party Committee, the Municipal Government, and businesses, Lüliang’s private sector will achieve healthier and faster growth.
