Standing at the historic juncture where the 14th Five-Year Plan draws to a close and the 15th Five-Year Plan begins, Lüliang’s hydrogen‑energy industry has once again delivered an impressive performance: with a batch of hydrogen‑powered heavy trucks equipped with domestically developed fuel‑cell engines officially handed over in the Xiaoyi Economic and Technological Development Zone, the city has simultaneously surpassed the 1,000‑vehicle threshold across three key metrics—total hydrogen‑fuel‑cell vehicle stock, operational hydrogen‑powered heavy‑truck fleet, and registered units. This milestone marks the completion of Lüliang’s closed-loop hydrogen‑energy industrial ecosystem, spanning production, storage, transportation, refueling, and end‑use, and heralds the nation’s first commercially viable demonstration scenario for hydrogen‑powered heavy‑truck operations.

This milestone marks the establishment of a fully integrated, end-to-end hydrogen energy industrial ecosystem in Lüliang, spanning production, storage, transportation, refueling, and utilization, and heralds the nation’s first commercially operated demonstration scenario for hydrogen‑powered heavy-duty trucks.

As a quintessential resource‑dependent region, Lüliang has long grappled with a heavy industrial structure and substantial emissions pressures from transportation. In recent years, leveraging its dual advantages—being the nation’s largest concentrated coking production hub and boasting abundant, low‑cost hydrogen resources derived from coke oven gas—the local government has positioned the hydrogen energy industry as a key lever for achieving its “dual carbon” goals and fostering new drivers of productivity. Proactively laying out a comprehensive, end‑to‑end industrial development framework, Lüliang has consistently ranked first in the province on its overall hydrogen‑energy development index and, in March 2025, successfully joined the national fuel‑cell vehicle demonstration city cluster.

Leveraging its unique industrial advantages, Lüliang City has, on the one hand, encouraged leading enterprises such as Pengfei and Meijin to accelerate technological upgrades for purifying industrial by-product hydrogen, thereby swiftly establishing a stable supply of high‑quality, low‑cost hydrogen. On the other hand, it has vigorously promoted the construction of infrastructure such as hydrogen refueling stations, actively launched demonstration projects for hydrogen‑powered vehicles—including heavy‑duty trucks—and simultaneously developed the manufacturing sector for hydrogen‑fuel‑cell heavy‑truck equipment, thus initially establishing an integrated, closed-loop hydrogen industry ecosystem spanning production, storage, transportation, refueling, and end‑use.

Adhering to the strategy of “driving industries through application scenarios and fostering development via market forces,” Lüliang has focused on the transportation needs of bulk commodities such as coal, coke, and bauxite. It has established demonstration routes in industrial clusters including Xiaoyi, Jiaocheng, and Lishi, leveraging a model of “policy guidance plus market‑driven operations” to stimulate market vitality. Currently, Lüliang’s hydrogen production capacity stands at 135,000 tonnes, ranking first in the province; it has built 14 hydrogen refueling stations, accounting for half of the provincial total; and a production line capable of assembling 6,000 hydrogen‑powered commercial vehicles annually has been completed and put into operation, achieving end-to-end integration across the entire value chain—from core components to full‑vehicle manufacturing.

A fleet of 1,000 hydrogen-powered heavy-duty trucks has been put into widespread operation, steadily shuttling along a zero‑carbon trunk route spanning over 1,500 kilometers between Lüliang and Tianjin Port. Within the city, coal mines and coking plants have achieved routine “people stop, vehicles keep moving” operations, with total vehicle mileage exceeding 80 million kilometers—some individual trucks having logged more than 200,000 kilometers—pioneering a nationwide demonstration of fully commercialized operations.

“Each vehicle takes only 15 to 20 minutes to refuel with hydrogen and can travel up to 600 kilometers on a single fill-up. Not only does this achieve zero carbon emissions throughout the entire journey, but it also qualifies for national incentives for fuel-cell vehicle demonstration city clusters and province‑wide toll subsidies on expressways, offering clear economic advantages over conventional diesel trucks,” said Hao Guanbing, head of Shanxi Dahuatong Logistics Company. He added that the company has already deployed 600 hydrogen‑powered heavy-duty trucks in one go to support green transportation.

A thousand vehicles is just the starting point. At present, Lüliang is focusing on three key pillars—vehicles, hydrogen, and energy—to accelerate the development of a hydrogen‑powered heavy‑truck industry chain, a hydrogen‑supply value chain, and a multi‑energy complementary system integrating thermal, wind, solar, and storage with hydrogen, steadily advancing toward its goal of building a hydrogen‑energy industrial cluster worth hundreds of billions of yuan.
