Jointly Discussing the Development and Future of Private Enterprises | The Lüliang City Private Entrepreneurs Federation Held Its Election Congress; Zheng Peng Re-elected as President

With crisp autumn air and clear skies at their finest, the season is in full bloom, and vitality abounds. As the People’s Republic of China approaches its 75th anniversary, the Second Members’ Congress of the Lüliang Private Entrepreneurs Association was successfully held on September 25 at Pengfei Group’s headquarters. Over 300 attendees—including Ren Hongzhong, Director of the Lüliang Municipal Center for Small and Medium‑Sized Enterprises; Zhao Pengcheng, Deputy Director of the Social Work Department of the Lüliang Municipal Party Committee; Liu Xinwei, Deputy Director of the Lüliang Municipal Civil Affairs Bureau; as well as association members, corporate representatives, and media representatives—gathered to discuss strategies for the development of private enterprises across the city and to map out a vision for their future. The meeting was chaired by Zhao Chengshu, Executive Vice President and Chairman of Loudong Group.

The Lüliang Private Entrepreneurs Federation is a social organization initiated by enterprises such as Pengfei Group and Loudong Group, with participation from various private enterprises across Lüliang City. Officially established and unveiled in December 2018, it appointed Zheng Peng, Chairman of the Board and President of Pengfei Group, as its first president. To date, the Federation has brought together 245 member entities, spanning sectors including equipment manufacturing, coal chemical engineering, new energy, new materials, electronic information technology, biopharmaceuticals, modern agriculture, modern services, baijiu production, photovoltaics, big data, and cultural tourism. Since its inception, under the strong leadership and sound guidance of the Municipal Party Committee, the Municipal Government, and relevant departments, the Federation has proactively responded to profound economic and market changes, facilitated effective communication between businesses and government, promptly reported on the performance of the city’s private sector to the authorities, and pooled collective wisdom and resources to address emerging challenges and circumstances faced by private enterprises. Through organizing diverse activities, the Federation has strengthened inter‑member communication and collaboration, promoted mutual support and resource sharing, and worked to expand external outreach channels, actively enhancing exchanges with sister chambers of commerce to foster broader cooperation and dialogue across more fields. At the same time, leveraging various social forces, the Federation has explored innovative approaches to its work in the new context, continuously raising its profile and influence, and striving to become the most dynamic and vibrant private entrepreneurs’ federation in the province.

The conference reviewed and adopted by vote the Work Report of the First Council and the Financial Report of the First Term of the Lüliang Private Entrepreneurs Federation; it also elected the members of the Federation’s Second-term Executive Committee, including the President, Executive Vice Presidents, Vice Presidents, and Supervisory Board. Zheng Peng was re-elected as President of the Federation.

In his address, Ren Hongzhong, Director of the Lüliang Municipal Small and Medium-sized Enterprise Service Center, extended his congratulations on the convening of the Second Members’ Congress of the Lüliang Private Entrepreneurs Association, and expressed his best wishes that the new leadership would unite all members, further leverage the vital role of the private sector, and demonstrate greater responsibility and achievements. He emphasized that the municipal Party committee and government, together with departments at all levels, will work in concert to advance the high-quality development of the private economy, uphold the “two unwavering commitments” and the “three unchanged principles,” promote the “two healths,” implement policies and measures supporting the development of the private sector, and unleash even greater dynamism in its growth.

Zhao Pengcheng, Deputy Director of the Social Work Department of the Lüliang Municipal Party Committee, highly commended the Entrepreneurs’ Federation for its positive contributions to Lüliang’s economic and social development. He extended sincere congratulations on the Federation’s successful leadership transition and on all members uniting in concerted efforts to embark on a new journey toward building modern enterprises. He emphasized that the municipal Party Committee and municipal government will only strengthen, not weaken, their support for the growth and expansion of private enterprises and their encouragement of businesses to engage in scientific and technological innovation. He expressed the hope that private entrepreneurs across the city will continue to cultivate and bolster new drivers of development, vigorously develop new‑type productive forces, and strive to position Lüliang at the forefront of the nation in elevating industrial modernization and building a modern industrial system.

Liu Xinwei, Deputy Director of the Civil Affairs Bureau of Lüliang City, stated that the civil affairs authorities will, as always, provide strong support and effective guidance for the federation’s key initiatives, implementing targeted policies and sound guidance to serve the broader goals of Lüliang’s economic development and social progress.

Zheng Peng expressed his heartfelt gratitude to all members for their longstanding trust and support, emphasizing that he will unite and lead all members in standing in solidarity with the Party, working in concert with fellow members, and dedicating himself wholeheartedly—both in spirit and in action—to the work of the Federation. In the face of severe domestic and international economic conditions and market risks, he pledged to join forces with private entrepreneurs across the city, under the strong leadership of the Municipal Party Committee and the Municipal Government, to remain true to the Federation’s guiding principles and its mission and responsibilities. He will continue to play a genuine bridging role by organizing diverse activities, conducting educational and training programs, and expanding channels for external engagement; to build robust platforms for communication between enterprises and government departments, as well as for information exchange among businesses and between enterprises and the market; and to leverage various social resources, strengthen service capabilities, and cultivate a distinguished service brand. Through these efforts, he aims to transform the Federation into a home for private enterprises, striving together to withstand market challenges and risks and to create an even brighter future for the city’s private sector.
