On September 20, Lai Ming, a member of the Standing Committee of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), former Deputy Secretary-General of the National CPPCC, and former Vice Chairman of the Central Committee of the Jiusan Society, led a delegation to Xiaoyi and visited Pengfei Group. They inspected Pengfei Hydrogen Energy—a flagship enterprise in the new‑energy sector—and held an exchange symposium. Li Qingshan, a member of the National CPPCC, Vice Chairman of the Shanxi Provincial CPPCC, and Chairman of the Shanxi Provincial Committee of the Jiusan Society, accompanied the visit and participated in the discussions. The delegation was warmly received by Qiao Xiaofeng, Chairman of the Lüliang Municipal CPPCC; Liu Shiqing, Deputy Director of the Standing Committee of the Lüliang Municipal People’s Congress and Secretary of the Xiaoyi Municipal Party Committee; Guo Qingzhi, Deputy Secretary of the Xiaoyi Municipal Party Committee and Mayor; as well as other local leaders. Also in attendance were Xue Aiping, Vice Chairman of the Lüliang Municipal CPPCC and Chairman of the Lüliang Municipal Branch of the Jiusan Society, Wang Shili, Chairman of the Xiaoyi Municipal CPPCC, and representatives from Pengfei Group, including Zheng Peng, Chairman of the Board and President of the Group.

Lai Ming pointed out that, in accordance with the instructions of Wu Weihua, Vice Chairman of the Standing Committee of the National People’s Congress and Chairman of the Central Committee of the Jiusan Society, the research team traveled to Shanxi to investigate energy transition and the development of new energy. After a morning of fieldwork and an up-close look at Pengfei, they were deeply impressed. They had not anticipated that Pengfei Hydrogen Energy had achieved remarkable results in technological innovation, industrial chain expansion, market development, and the application of hydrogen energy, placing its entire hydrogen‑energy industry at the forefront nationwide.

Lai Ming emphasized that hydrogen energy is the optimal energy source, with extremely broad application prospects. It serves as a key clean fuel for heavy-duty trucks and boasts excellent storage capabilities and power-generation performance. To advance the hydrogen economy, it is essential to adopt a coordinated approach that addresses critical areas such as production, storage, refueling, and end-use.
Lai Ming pointed out that developing hydrogen energy and other new energy sources requires, first, an integrated planning approach: the provinces and regions of North and Northwest China each have their own strengths. If wind, solar, storage, and hydrogen are planned holistically across the entire region, a collective advantage will emerge. Second, it calls for integrated innovation—focusing on the coordinated integration of hydrogen, photovoltaic, and wind energy to avoid isolated breakthroughs that sacrifice one at the expense of another; only comprehensive, system‑level research can deliver results. Third, industrialization must be strategically deployed, systematically aligned with the value chain. Fourth, large‑scale production is essential: without scale, hydrogen utilization cannot achieve economic viability, and without profitability, the industry cannot sustain growth. Scale‑up could begin in Xiaoyi, then expand to Lüliang and the broader Shanxi province, eventually extending to joint large‑scale operations across Shaanxi, Inner Mongolia, Ningxia, and other regions—thus realizing regionally integrated, large‑scale production. Fifth, socialized services are indispensable for advancing hydrogen energy. Sixth, capital‑based risk management and financing mechanisms need to be standardized. Seventh, legal and regulatory frameworks must be strengthened: as we develop hydrogen energy, we are still navigating uncharted waters, with standards far from mature. It is imperative to refine industry standards and advance both rule‑of‑law governance and standardization. Finally, practical demonstration and widespread deployment are crucial—companies like Pengfei serve as exemplary models of hydrogen‑energy application, worthy of national replication and emulation.

During the symposium, Xue Aiping stated that the Lüliang Municipal Branch of the Jiusan Society will, based on the recommendations and input from enterprises and relevant government departments, establish a hydrogen-energy cooperation base between Jiusan and Lüliang, thereby providing support and safeguards for the development of Lüliang’s hydrogen-energy industry.

In his remarks, Zheng Peng stated that the visit of the research delegation has bolstered confidence and reinforced resolve in Pengfei’s continued development of the hydrogen energy sector. He expressed hope that the Central Committee of the Jiusan Society will support the establishment of smooth communication channels with distinguished academicians and experts, enabling more effective utilization of national and local policies to accelerate the development of comprehensive, scenario‑based applications of hydrogen‑energy technologies and the creation of specialized hydrogen‑energy towns. Furthermore, he called for concerted efforts to plan and build a “Ten‑Thousand‑Li Hydrogen Energy Corridor,” thereby jointly paving a new path toward the nation’s “dual carbon” goals and the transformation of its energy economy.
