At the cusp of summer and autumn, rain nourishes all living things. On the morning of August 9, Ji Yanwei, Director of the China Federation of Literary and Art Circles’ Volunteer Service Center and Vice Chairman and Secretary-General of the China Literary and Art Volunteers Association, led a delegation to Xiaoyi, where they visited Pengfei for an on-site research symposium. They also observed Pengfei’s hydrogen energy industry—representing new‑type productive forces—and the Nan Shaomen area of the Xiaoyi Old Town preservation and development project, before holding an exchange meeting.

Li Bin, Party Secretary of the Shanxi Provincial Federation of Literary and Art Circles; Gao Qiying, Member of the Standing Committee of the Lüliang Municipal Party Committee and Head of the Publicity Department; Liu Shiqing, Vice Chairman of the Standing Committee of the Lüliang Municipal People’s Congress and Secretary of the Xiaoyi Municipal Party Committee; Guo Yinping, Party Secretary and Chairman of the Lüliang Municipal Federation of Literary and Art Circles; Zhao Xiaoqin, Member of the Standing Committee of the Xiaoyi Municipal Party Committee and Head of the Publicity Department; as well as Xiaoyi Vice Mayors Yang Fengming and Shi Dongshan, among other leaders, attended the event. Also in attendance was Zheng Peng, Chairman of the Board and President of Pengfei Group.

Ji Yanwei pointed out that the research and observation trip yielded rich insights, deepening his understanding of Xiaoyi City’s cultural heritage and its distinctive spirit. He emphasized that cultural development is a vital driving force for economic and social progress, and expressed the hope that all stakeholders will strengthen cooperation and exchange, seize the historic opportunity presented by the current favorable confluence of timing, geography, and public support in the cultural and tourism sectors, and work together to tap into Xiaoyi’s cultural resources. By sustaining long-term efforts, they can jointly build a multi-dimensional cultural ecosystem, attracting greater attention to and engagement with Xiaoyi. The China Federation of Literary and Art Circles’ Volunteer Service Center and the China Association of Literary and Art Volunteers will fully leverage their organizational and professional strengths, enhance coordination between different levels, facilitate the implementation of more high-quality cultural projects in Xiaoyi, and collaboratively forge a cultural ecosystem characterized by distinct regional identity and profound cultural depth.

Li Bin provided a detailed overview of the China Literary and Artistic Volunteers Association, highlighting its role in advancing the development of culture and the arts. He noted that the association brings together artistic talents from all sectors and is committed to delivering cultural and artistic programs to the grassroots level through volunteer service and other initiatives, thereby benefiting the broader public.

Gao Qiying pointed out that Lüliang City, as a former revolutionary base area, boasts a rich historical and cultural heritage and a time-honored revolutionary tradition. She expressed the hope that, by taking advantage of this exchange opportunity, the city will further advance its cultural and artistic endeavors, making cultural activities in the new era even more vibrant and diverse.

Liu Shiqing provided a detailed overview of Xiaoyi City’s current development, emphasizing that the city boasts a profound historical and cultural heritage, stunning natural scenery, and a robust industrial base. As the only county-level city in Shanxi Province to rank among the top 100 nationwide, Xiaoyi is currently implementing its “Two Priorities and Four Highs” development strategy, focusing on three key pathways: “one park, one enterprise, one industry; one zone, one town, one industrial chain; one city, one river, one lake.” While prioritizing the transformation of traditional industries, the city is also actively cultivating emerging sectors such as hydrogen energy and continuously innovating in fields like culture and tourism, striving to showcase the distinctive character of a top‑100 county‑level city across both economic and cultural dimensions. Liu Shiqing noted that Pengfei Group, a leading private enterprise in Xiaoyi and throughout Shanxi Province, has achieved remarkable economic success and has established a unique corporate culture and spirit, serving as a model for the integrated development of culture and economy. He expressed the hope that the China Federation of Literary and Art Circles’ Volunteer Service Center and the China Association of Literary and Artistic Volunteers will leverage their distinct strengths to forge deep cooperation with Xiaoyi, further promoting the city’s cultural identity and brand image, and supporting the high‑quality growth of Xiaoyi’s cultural and tourism industries.

Speaking as a corporate representative, Zheng Peng stated that Pengfei will continue to uphold the traditional culture and historical heritage of Xiaoyi, ensuring that the spirit of “filial piety” and “righteousness” is better preserved and passed on. He also expressed his sincere gratitude to Party committees and governments at all levels for their longstanding care and support, adding that Pengfei will, as always, contribute to the vigorous development of the city’s cultural undertakings.
