On the afternoon of July 5, the thematic session “Opportunities for Local ‘Hydrogen Initiatives’ in the Energy Transition,” hosted by Pengfei Group, was held in Beijing as part of the 2024 Beijing News–Beike Finance Annual Conference. Attendees included Li Hai, Deputy Secretary of the Party Committee and Editor-in-Chief of Beijing News; Huang Libin, former Director-General of the Department of Energy Conservation and Comprehensive Utilization at the Ministry of Industry and Information Technology; Xu Huaqing, former Director and Chief Scientist of the National Center for Climate Strategy under the Ministry of Ecology and Environment; Chang Jiwen, Deputy Director and Researcher at the Institute of Resources and Environmental Studies of the Development Research Center of the State Council; Xue Zhiqiang, Vice Mayor of Xiaoyi City; and Zheng Peng, Chairman of the Board and President of Pengfei Group—along with officials from government departments, experts and scholars from research institutions, and representatives of pioneering enterprises. Participants discussed visions, approaches, and concrete measures to advance China’s hydrogen energy industry and support green, low-carbon development.

In his address, Li Hai emphasized that the hydrogen energy industry is both a national strategy and a vision for the future, its development relying on the government’s vision and ambition as well as the responsibility and commitment of entrepreneurs. This conference will provide an in-depth analysis of the key priorities driving the nationwide energy transition under the “dual carbon” goals, using Shanxi’s Lüliang as a case study to explore how local governments and enterprises can seize the opportunities presented by hydrogen, foster new‑type productive forces, and achieve economic transformation and sustained growth. It is hoped that, through this major event, we can rally powerful momentum across the country toward green development and, with the concerted efforts of leaders, experts, entrepreneurs, and all sectors of society, capitalize on the hydrogen opportunity to build a sustainable, green future.
Huang Libin, Xu Huaqing, and Chang Jiwen each delivered keynote speeches, analyzing the current state, trends, policies, and institutional frameworks of the hydrogen energy industry. They provided an in-depth examination of how the sector is transitioning from gray to blue and ultimately to green, highlighting the historic opportunities it presents for energy transformation and regional economic restructuring.

Xue Zhiqiang pointed out that in recent years, Xiaoyi City has aligned itself with the global trend toward green and low‑carbon energy transformation, seized the strategic opportunities presented by Shanxi Province’s comprehensive pilot program for an energy revolution, and steadfastly positioned the hydrogen energy industry as a key driver of high‑quality development and new‑type industrialization. Mobilizing the entire city’s resources and pooling expertise from all sectors, and leveraging the Pengfei Group’s Pengwan Hydrogen Port Hydrogen Energy Industrial Park as its platform, Xiaoyi has established a demonstration operating model spanning the entire hydrogen value chain—“production–refueling stations–transportation–vehicles–end‑use”—achieving a remarkable transformation from an initial breakthrough to full‑scale expansion. He expressed his sincere hope that all stakeholders will deepen their understanding of Xiaoyi, conduct on‑site inspections, and invest here. The Xiaoyi Municipal Party Committee and Municipal Government are committed to expediting the implementation of a series of preferential policies to support the high‑quality development of the hydrogen energy industry, providing proactive services and taking decisive action to share hydrogen‑related opportunities and jointly create a sustainable hydrogen‑based future.

Zheng Peng, focusing on “accelerating the global expansion of the Pengfei Hydrogen Energy brand,” highlighted that “hydrogen refueling and carbon reduction” have become the prevailing direction of global energy development; the hydrogen energy industry represents a new form of productive forces characterized by high technology, high efficiency, and high quality. Pengfei is fully committed to building a hydrogen energy corridor spanning Northwest and North China. He also outlined the Group’s key initiatives—such as speeding up the development of a new economic growth model centered on the hydrogen energy industrial chain and expediting the internationalization of the Pengfei Hydrogen Energy brand—while emphasizing how, in recent years, Pengfei has closely aligned itself with the national strategy for a green energy transition, actively exploring and achieving tangible results in establishing a comprehensive, green hydrogen‑energy value chain.
Zheng Peng stated that, thanks to the supportive business environment fostered by Party committees and governments at all levels for hydrogen‑energy development, Pengfei’s strategic vision for future growth has become increasingly clear and resolute. Pengfei is committed to forging a bright path that transforms energy supply, enhances the ecological environment, and promotes human health. Wherever there is energy, there will be hydrogen; wherever there is hydrogen, there will be Pengfei. Pengfei stands as the brand ambassador of hydrogen‑energy manufacturing—this is its most inspiring vision. We look forward to working together with all sectors, leveraging the synergy of research, finance, industry, and media, to accelerate the emergence of new, high‑quality productive forces in the hydrogen‑energy field. The conference unveiled the Beijing News Zero-Carbon Research Institute’s “2024 Hydrogen Energy Industry Report,” which named Lüliang City, alongside Beijing, Shanghai, Guangzhou, and other cities, as a city with strong momentum in hydrogen energy development.
The Beijing News–Beike Finance Summer Summit (Beike Finance Annual Conference) has been successfully held four times, establishing itself as a highly influential financial forum among media outlets nationwide. Each conference delves deeply into topics related to China’s economy and highlights exemplary practices from local regions, thereby shaping national policy and influencing the capital markets.
