China’s Special Envoy for Climate Change Conducts a Field Visit to Assess the Development of Pengfei’s Hydrogen Energy Industry.

On May 30, China’s Special Envoy for Climate Change, Liu Zhenmin, led a delegation to Pengfei for an inspection and research visit. The delegation was joined by Gao Zhongshan, Deputy Director of the Environmental and Resource Protection Committee of the Standing Committee of the Shanxi Provincial People’s Congress; Liu Zhenguo, Director of the Standing Committee of the Lüliang Municipal People’s Congress; Liu Shiqing, Deputy Director of the Standing Committee of the Lüliang Municipal People’s Congress and Secretary of the Xiaoyi Municipal Party Committee; Guo Qingzhi, Deputy Secretary of the Xiaoyi Municipal Party Committee and Mayor; as well as other provincial and municipal leaders and heads of relevant enterprises and institutions. Chairman Zheng Peng extended a warm welcome.

The inspection team visited the Urban Hydrogen‑Integrated Energy Island, the Pengwan Hydrogen Port Hydrogen Industry Park, and the 5G‑Enabled Central Dispatch and Command Center. They listened to a report on Pengfei’s achievements in building a green hydrogen‑based industrial chain and its contributions to economic development, experienced Pengfei’s hydrogen‑powered heavy‑duty trucks, hydrogen‑fuelled shared bicycles, and hydrogen‑powered minibuses, and gained an overview of Pengfei’s comprehensive industrial‑chain strategy. The team expressed high appreciation for the progress and accomplishments Pengfei has made in energy transition and green, low‑carbon development. They urged Pengfei to remain aligned with the national “dual carbon” goals, focus on green industries, and support Shanxi’s energy transformation and its pursuit of low‑carbon, green, and sustainable development.

At the symposium, Liu Zhenmin delivered a distinguished thematic briefing titled “How to Adapt to Global Climate Change and the Era of Global Decarbonization.” Drawing on his extensive experience in international climate affairs, he examined the evolution of the global climate governance system, China’s shifting role in this process, the prospects for global green and low‑carbon development, the current status and future trajectory of China’s energy transition, the opportunities and challenges associated with achieving carbon neutrality, and how Shanxi Province can align itself with this historic trend and address the formidable challenges of the energy transition—all while grounding his analysis in an understanding of global realities, national conditions, and provincial circumstances.

Liu Zhenmin emphasized that we must further deepen our understanding of the increasingly evident adverse impacts of climate change and the growing urgency of global action. We need to strengthen our systematic grasp of Xi Jinping’s Thought on Ecological Civilization, fully appreciating its scientific rigor, truthfulness, relevance to the times, and practical orientation, while also deepening our awareness of the importance, long-term nature, and pressing need of ecological civilization building. We should elevate our perspective, align our thinking, respond proactively, and closely integrate these efforts with Shanxi’s strategy for high-quality development, ensuring the orderly implementation of the Shanxi Action Plan for Peaking Carbon Emissions. Moreover, we must firmly uphold the philosophy of green development, take the lead in adopting resolute low‑carbon actions, embrace a green and low‑carbon lifestyle, and work together to advance green and low‑carbon development.

Liu Zhenguo pointed out that the Standing Committee of the Lüliang Municipal People’s Congress has consistently placed climate change at the forefront of its agenda, establishing a liaison office at Pengfei to strengthen communication and collaboration with enterprises and relevant departments, thereby jointly addressing the challenges posed by climate change. He emphasized that energy transition is a systemic undertaking that requires the concerted efforts of the entire society. The Standing Committee of the Lüliang Municipal People’s Congress will continue to fulfill its role, enhance dialogue and cooperation with all stakeholders, and work together to advance the green transition, contributing to the sustainable development of Lüliang City.

Liu Shiqing pointed out that the transition to green and low‑carbon development is a critical global challenge today and an indispensable path for Xiaoyi’s sustainable future. Xiaoyi will strengthen top‑level design, formulate and implement a series of policies and plans to define clear strategic goals and pathways for green and low‑carbon transformation; intensify innovation in energy technologies, improve energy efficiency, and reduce energy consumption and emissions; proactively foster and develop green industries, promote the optimization and upgrading of the industrial structure, and cultivate new drivers for green development; and steadfastly uphold the philosophy of green and low‑carbon development. With a strong sense of responsibility and mission, Xiaoyi will actively explore and blaze a new trail for energy‑related transformation that aligns with its own realities, thereby making a positive contribution to achieving green and low‑carbon development.

Song Weining, Chairman of Jiangsu Lütan Nano Technology Co., Ltd. and Director of the Shanxi Institute for Clean Carbon Economy, outlined global decarbonization trends and the practical significance of CCUS—carbon capture, utilization, and storage. Representatives from relevant enterprises in Xiaoyi City also delivered remarks during the exchange.

Chairman Zheng Peng stated that Pengfei has consistently prioritized the coordinated development of economic growth and environmental protection, firmly aligning its strategic direction with national policy. With a sense of responsibility that requires no prompting, the company is vigorously advancing new‑type productive forces, actively promoting energy conservation, emissions reduction, and green manufacturing, and, centered on the hydrogen‑energy sector, creatively envisioning and putting into practice a low‑carbon future.
