On the morning of April 1, the Hydrogen Energy Industry Application Ecosystem Development Conference was held at Pengfei Group’s headquarters. The event was co-hosted by the All-China Federation of Industry and Commerce New Energy Chamber of Commerce, the Lüliang Municipal Bureau of Industry and Information Technology, and the Xiaoyi Municipal Party Committee and People’s Government, with joint organization by Pengfei Group and the Hydrogen Energy Professional Committee of the All-China Federation of Industry and Commerce New Energy Chamber of Commerce.

Zhang Guangyong, Deputy Secretary of the Lüliang Municipal Party Committee and Mayor; Liu Shiqing, Vice Chairman of the Standing Committee of the Lüliang Municipal People’s Congress and Secretary of the Xiaoyi Municipal Party Committee; Yan Lin, Vice Mayor of Lüliang; Guo Qingzhi, Deputy Secretary of the Xiaoyi Municipal Party Committee and Mayor; Zhong Baoshen, President of the All-China Federation of Industry and Commerce New Energy Chamber of Commerce; Zheng Peng, Chairman of the Board and President of Pengfei Group; and others attended the event. Zhang Jikang, Member of the Standing Committee of the Chifeng Municipal Party Committee and Vice Mayor, was also invited to attend.

More than 220 attendees—including Chinese Academy of Engineering Academician Du Xiangwan, Foreign Member of the Australian Academy of Technology Sciences Liu Ke, and European Academy of Natural Sciences Academician Xue Daorong—gathered on-site, alongside leaders from leading enterprises, representatives of government and civil society organizations, and members of the media. Meanwhile, over 15,000 employees and cadres across Pengfei Group’s regional subsidiaries tuned in to watch the conference livestream online.

 

 

The conference, themed “Green and Low-Carbon: Hydrogen Powers the Future,” focused on new hydrogen technologies, applications, and developments, offering strategic recommendations to expand the scale of the hydrogen industry in Lüliang City and Xiaoyi City, enhance its competitiveness, and build a high‑standard hydrogen‑energy industrial ecosystem. It marks a milestone in clarifying Pengfei’s direction for hydrogen‑energy innovation and deepening the sector’s high‑quality development.

 

Zhang Guangyong

In his address, Zhang Guangyong emphasized that this conference, which focuses on the application ecosystem of the hydrogen energy industry, is both timely and of great significance. As a quintessential example of new‑type productive forces in the energy sector, the hydrogen energy industry is gaining strong momentum and holds promising prospects. Lüliang City has ranked first in Shanxi Province for its hydrogen energy development index for two consecutive years. With the goal of “building Lüliang into a hydrogen hub worth hundreds of billions of yuan and establishing it as a leading hydrogen‑energy industrial base in northern China,” the city aims to achieve a hydrogen production capacity of over 200,000 tons by 2025, construct 50 hydrogen refueling stations, exceed 5,000 hydrogen‑powered vehicles in circulation, reach an annual production capacity of 5,000 hydrogen‑fuel‑cell heavy trucks, and attain a total industrial output value of more than RMB 20 billion. Furthermore, the city commits to allocating RMB 100 million annually from the public budget for targeted subsidies and has established an industrial transformation equity investment fund with a total scale of RMB 10 billion, providing concrete financial support to ensure the sustained growth of the hydrogen energy sector.

Zhang Guangyong expressed his hope that academicians and experts would engage in in-depth collaboration with leading enterprises in Lüliang to jointly tackle key challenges, facilitate the practical application of more scientific research findings, and together embark on a mutually beneficial, two-way journey.

 

 

Liu Shiqing

Liu Shiqing stated that in recent years, Xiaoyi City has firmly positioned the hydrogen energy industry as a key driver for developing new‑type productive forces and building a modern industrial system. In line with Lüliang’s “One Core, Two Wings, Three Ports, Four Chains” development framework, the city is making every effort to establish a provincial‑level specialized town dedicated to hydrogen energy, fully leveraging Pengfei’s role as the province‑wide chain‑leading enterprise. Xiaoyi is striving to become a hydrogen‑energy industrial base worth hundreds of billions of yuan and a national demonstration city for hydrogen‑energy applications. He sincerely hopes that all stakeholders will use hydrogen as a catalyst to inject fresh momentum and vitality into Xiaoyi’s efforts to cultivate and develop new‑type productive forces—through technological innovation, supply‑chain expansion, industrial collaboration, and market outreach.

 

 

Zhong Baoshen

Zhong Baoshen pointed out that the All-China Federation of New Energy Chambers of Commerce has established a Hydrogen Energy Specialized Committee, which actively promotes both the technological advancement and industrial development of hydrogen energy. The committee is committed to building a robust platform for fostering communication and collaboration among government bodies, enterprises, and the industry, thereby advancing sustainable regional economic growth. In this regard, the Chamber stands ready to join forces with the sector, pool the core strengths of China’s new‑energy industry, seize emerging opportunities, pioneer new pathways in the hydrogen‑energy field, and unite efforts to help Lüliang accelerate its energy transition, revitalize its industries, and achieve leapfrog, high‑quality development.

 

 

Du Xiangwan

 

 

In a video address, Academician Du Xiangwan elaborated at length on the urgency and significance of energy security and the energy transition. He emphasized that hydrogen, as an efficient and clean energy source, plays a pivotal role in advancing the energy transition and safeguarding national energy security. Against the backdrop of today’s complex and volatile international energy landscape, accelerating the development of the hydrogen industry is not only an effective means of addressing climate change but also a crucial pillar for achieving sustainable economic growth. Du Xiangwan underscored that China has integrated the hydrogen economy into the core components of its future national energy system, reflecting the country’s high priority on hydrogen development. He called for strengthened innovation in hydrogen technologies and enhanced coordination across the industrial chain, with a view to expanding hydrogen applications in transportation, industry, and other sectors, thereby hastening the establishment of a green, low‑carbon energy consumption structure.

 

Liu Ke

 

 

Academician Liu Ke pointed out that, guided by the dual carbon goals, China’s economy is undergoing a profound energy transition. As a clean and highly efficient energy source, hydrogen energy is undoubtedly a key driver in this transformation. He emphasized that developing the hydrogen industry not only supports green economic growth but also plays a crucial role in ensuring energy security and achieving sustainable development. Regarding the strategic path for hydrogen energy, Liu Ke believes that China should leverage its strengths in renewable energy, harness technological innovation and industrial upgrading to refine and optimize the hydrogen value chain. At the same time, he advocates for building an open and collaborative international hydrogen market, strengthening exchanges and cooperation with cutting-edge global technologies, and jointly advancing the global energy transition.

 

Xue Daorong

 

 

Academician Xue Daorong pointed out that hydrogen energy, as a clean, efficient, and renewable source of power, holds tremendous development potential and broad application prospects. At present, the hydrogen energy industry still faces numerous challenges in large-scale deployment and commercialization, necessitating greater emphasis on collaborative innovation across technological equipment, institutional frameworks, and other areas. At the same time, it is essential to squarely address and prioritize the imbalances, lack of coordination, and uncertain pathways within the hydrogen energy industry’s value chain and supply chain. Starting from ensuring the security and stability of power supply along the industrial chain, and leveraging key demonstration projects, we should adopt a phased, area‑by‑area approach to systematically expand hydrogen energy applications into broader sectors, further elevating the industry’s development level and innovative capacity, and securing a leading position in global hydrogen‑energy competition.

During the keynote session, Zheng Peng stated that Pengfei remains committed to strengthening and scaling up its core coal‑coking chemical industry, thereby laying a solid industrial and economic foundation for the green transformation of the energy sector. At the same time, the company firmly upholds its strategic positioning of transitioning from traditional energy sources to green, zero‑carbon, clean energy, advancing the full‑chain development of green hydrogen and actively cultivating new drivers of productivity. In the field of hydrogen‑energy applications, Pengfei is dedicated to shifting toward hydrogen‑powered vehicles and high‑end equipment manufacturing, striving to achieve widespread adoption of hydrogen‑fuel cell cars and hydrogen‑electric bicycles. Furthermore, Pengfei is proactively establishing a zero‑carbon smart logistics system, developing a zero‑carbon intelligent logistics management platform, and promoting the coordinated growth of the hydrogen‑energy and automotive manufacturing industries. Looking ahead, the company will leverage digital and intelligent technologies to enable the efficient deployment of new tools, technologies, and equipment, thereby optimizing production and operational management and enhancing intrinsic safety.

 

 

The conference also hosted the signing ceremony for the framework cooperation agreement on the Shanxi Xingzheng Pengfei New Kinetic Energy Fund. Xu Hongcai, Executive Director of the China Policy Science Research Association and Deputy Director of its Economic Policy Committee, has been appointed Chief Scientist of the All-China Federation of New Energy Chambers of Commerce.

During the dialogue and exchange session, five guests—including Zheng Zihao, Vice President of Pengfei Group and Head of the Strategic Investment Department, and Lin Jinmeng, Chairman of Guoneng Hydrogen Oil (Guangdong) Technology Co., Ltd.—engaged in a discussion on “How to Ensure Hydrogen Energy Safety and Reduce Costs.”

 

 

The convening of the conference has brought together diverse stakeholders in the hydrogen energy sector, further strengthening exchanges and cooperation among local governments, hydrogen‑energy enterprises, and research institutes. It has charted a new course for the large‑scale, commercial, and application‑driven deployment of hydrogen technologies, injected greater “hydrogen‑powered” momentum into regional economic development, and painted a fresh, green, low‑carbon “hydrogen‑rich future” for China’s energy transition.
