From July 9 to 11, Liu Shiqing, Vice Chairman of the Standing Committee of the Lüliang Municipal People’s Congress and Secretary of the Xiaoyi Municipal Party Committee, led a delegation of Xiaoyi municipal Party and government officials on a fact-finding mission to Shanghai to explore investment opportunities and attend the 2023 Yangtze River Delta (Shanghai) Investment Promotion Conference and Project Signing Ceremony.

On the afternoon of the 11th, at the 2023 Yangtze River Delta (Shanghai) Investment Promotion and Project Signing Ceremony held in Xiaoyi City, Shanxi’s leading hydrogen‑energy enterprise, Pengfei Group, successfully signed four strategic cooperation framework agreements with partners including U.S.-based Charter and Shanghai Jiehydrogen, providing a significant boost to the implementation of projects spanning hydrogen and clean energy strategies, fuel cell technology development, and the deployment of hydrogen‑powered heavy‑duty trucks.

In his address, Liu Shiqing emphasized that the major investment‑promotion projects meticulously planned and presented at this conference not only provide strong support for Xiaoyi to upgrade its industrial structure and enhance its urban development level, but also offer a broad platform for private capital to participate in joint development and achieve win‑win cooperation. The Municipal Party Committee and the Municipal Government will spare no effort to deliver higher‑quality, more efficient, and more attentive services to all entrepreneurs who come to Xiaoyi to invest and start businesses, working together to forge an even brighter future.

Zhang Ming, on behalf of the Provincial People’s Government Office in Shanghai and the Yangtze River Delta Investment Promotion Bureau, extended warm congratulations on the successful holding of the investment promotion conference. He emphasized that Xiaoyi boasts abundant and diverse resources, an open and business-friendly environment, and immense commercial potential. That morning, the delegation also visited Shanghai Shenneng, a company that has established long-term cooperation with Xiaoyi City and Pengfei, where they held an exchange meeting with Huang Dinan, Party Secretary and Chairman.

Huang Dinan pointed out that, in developing the hydrogen energy industry, Shenergy has, first, established a hydrogen‑energy investment platform, and second, under the leadership of Professor Yi Peiyun of Shanghai Jiao Tong University, undertaken independent research and development of hydrogen fuel cells and stack technologies. The visit of the delegation is sure to bring new ideas and fresh directions to Shenergy’s hydrogen‑energy initiatives, further bolstering the company’s confidence in investing in Xiaoyi.

Zheng Peng stated that Secretary Liu Shiqing led a delegation to establish a bridge for aligning Xiaoyi with Shanghai in areas such as technology, talent, and resources, enabling Sheneng’s technological strengths to be fully integrated with Xiaoyi’s resource base and application‑driven advantages. This collaboration will position Xiaoyi as a national hub while accelerating the high‑quality, sustainable development of the hydrogen energy industry.
