A delegation from the Lüliang Municipal People’s Congress conducted a comprehensive fact-finding mission in Shanghai on hydrogen energy, further charting the course for Pengfei’s hydrogen‑energy development.

On March 23, a delegation led by Liu Zhenguo, Director of the Standing Committee of the Lüliang Municipal People’s Congress, paid a fact-finding visit to Shanghai to study the development of the hydrogen energy industry. The delegation included Zhang Jianguo, Secretary-General of the Lüliang Municipal People’s Congress Standing Committee; Li Bingfeng, Director of the Lüliang Municipal Bureau of Industry and Information Technology; Wang Jianming, Director of the Lüliang Municipal Energy Bureau; Xia Hanqing, Director of the Lüliang Municipal Science and Technology Bureau; Ren Hongzhong, Deputy Director of the Lüliang Municipal Development and Reform Commission; and Zhang Youquan, Deputy Secretary of the Party Working Committee and Deputy Director of the Management Committee of the Xiaoyi Economic Development Zone. Zheng Peng, Chairman of the Board and President of Pengfei Group, also participated in the visit.
Song Xuefeng, Vice President of Shenneng Group and Secretary of the Party Committee of Orient Securities, and Lu Weiming, Deputy Secretary of the Party Committee and President of Orient Securities, received the visiting delegation. The two sides held a friendly meeting at the Orient Securities Building.
Liu Zhenguo pointed out that Lüliang enjoys unique advantages in the development of the hydrogen energy industry. Moreover, enterprises like Pengfei are closely aligned with national policies, firmly shouldering the mission of transformation and upgrading, and are making every effort to advance comprehensive energy reform. The Lüliang Municipal Party Committee and Municipal Government will further support cooperation between Pengfei and Shenneng and its subsidiaries on hydrogen‑energy projects. Officials from the various functional departments of the inspection delegation, as well as representatives from participating enterprises, are encouraged to engage in exchanges and learning with their counterparts at Shenneng—covering technology, R&D, manufacturing, and finance—to foster deeper and broader collaboration in the hydrogen‑energy sector. This will help extend related industrial chains, including equipment manufacturing, zero‑carbon logistics, and the “Hydrogen to Every Household” initiative, thereby jointly driving the clean‑energy agenda forward.
Song Xuefeng outlined Shenneng’s key business segments and its industrial layout. He noted that Lüliang City boasts abundant coal resources and a well‑developed coal‑chemical industry, along with significant opportunities for hydrogen‑powered heavy‑truck applications. In recent years, Shenneng, together with its subsidiaries Kunhua Technology and Zhejiang Lanneng, has engaged in in-depth cooperation with Shanxi’s pioneering hydrogen‑energy player, Pengfei Group, spanning R&D and infrastructure development, earning high recognition from the Shanxi Provincial Party Committee and Government. He expressed hope that governments at all levels will continue to provide strong support for the hydrogen‑energy sector, while encouraging broad participation from enterprises, so as to forge a more robust path of transformation and development through hydrogen energy, thereby underpinning high‑quality economic and social progress.
In his address, Lu Weiming outlined the specific measures taken in recent years to support the development of the hydrogen energy industry through financial services, and highlighted how Kunhua Technology under Shenneng Group and Zhejiang Lanneng, by establishing a joint venture with Pengfei, have leveraged their financial and technological strengths to advance projects in Lüliang. He stated that the company will continue to increase its investment in technology, talent, and financial services in Lüliang, thereby contributing to the future growth of the hydrogen energy sector.

On the afternoon of the 23rd, accompanied by Ouyang Duanxiang, Vice President of Kunhua Technology, Chairman Zheng Peng also toured Kunhua Technology’s Hydrogen Energy Technology Center and its equipment production line.
At present, China’s strategic planning for the hydrogen energy industry is steadily strengthening, and regional agglomeration effects are beginning to emerge. Companies such as Shenneng and Pengfei have already achieved numerous groundbreaking advances in their deployments and infrastructure development in this field. Through mutual equity investments, collaborative R&D, and the development of real-world hydrogen‑energy application scenarios, these players are jointly driving the industry toward large-scale commercialization.
