The Shanxi Province Hydrogen Energy Industry Alliance was established at Pengfei.
At 10:00 a.m. on February 23, the First Session of the First Members’ Congress of the Shanxi Hydrogen Energy Industry Alliance was solemnly convened at Pengfei Group. The meeting reviewed and approved the Articles of Association of the Shanxi Hydrogen Energy Industry Alliance, the Election Procedures for the Members’ Congress of the Shanxi Hydrogen Energy Industry Alliance, as well as the candidate lists for the composition of the first Council and Supervisory Board of the Alliance. As a result, nine council member units and three supervisory board member units were elected.
Subsequently, the first meeting of the inaugural board of directors of the Shanxi Hydrogen Energy Industry Alliance was held—Shanxi Pengfei Group Co., Ltd. was elected as the chairperson unit of the alliance’s first board of directors. Zheng Peng, Chairman of the Board and President of Pengfei Group, was elected chairman, and Ma Xiaolong, Assistant to the President of Pengfei Group, was elected executive vice-chairman.
At 11:00 a.m. on February 23, the inaugural meeting of the Shanxi Province Hydrogen Energy Industry Alliance was solemnly held in the 5G Conference Hall of Pengfei Group, marking the entry of Shanxi’s hydrogen energy sector into a new phase of coordinated and collaborative development. The Alliance is committed to fostering cross‑industry, cross‑sector, cross‑departmental, and cross‑regional synergistic innovation and resource sharing, with the aim of promoting complementary capabilities, project collaboration, and mutually beneficial outcomes among its members, thereby further advancing the high‑quality development of the province’s hydrogen energy industry.
The 5G conference hall was filled with a solemn and enthusiastic atmosphere. Attending the event were Wu Dongsheng, Second-Level Inspector of the Provincial Development and Reform Commission; Peng Dequan, Second-Level Inspector of the Provincial Department of Science and Technology; Lü Jinjie, Director of the Energy and Environmental Protection Division of the Provincial Department of Science and Technology; Yu Xinghua, Second-Level Researcher of the Chemical Industry Division of the Provincial Department of Industry and Information Technology; Zhang Junsheng, Director of the Science and Technology Division of the Provincial Department of Transport; Zhao Shuling, Deputy Director of the New Energy Division of the Provincial Energy Administration; Ren Zhong, Member of the Standing Committee of the Lüliang Municipal Party Committee and Executive Vice Mayor; Ren Hongzhong, Deputy Director of the Lüliang Municipal Development and Reform Commission; Guo Qingzhi, Deputy Secretary of the Xiaoyi Municipal Party Committee and Mayor; Zhang Youquan, Deputy Secretary of the Party Working Committee and Deputy Director of the Management Committee of the Xiaoyi Economic Development Zone; Xue Zhiqiang, Vice Mayor of Xiaoyi City; as well as leaders from development and reform, industry and information technology, and other relevant departments at all levels.

Guo Qingzhi, on behalf of the Xiaoyi Municipal Party Committee and Municipal Government, extended warm congratulations on the establishment of the Provincial Hydrogen Energy Industry Alliance and the successful election of its Board of Directors and Supervisory Board. Green sharing—“hydrogen” for a sustainable future! Guo Qingzhi stated that hosting this conference in Xiaoyi City represents a tremendous boost and a powerful impetus to the city’s unwavering commitment to green transformation, marking a milestone in its pursuit of high-quality development. Xiaoyi will resolutely shoulder its responsibility as a frontrunner in the province’s energy revolution, deeply integrate into Lüliang’s “One Core, Two Wings, Three Ports, Four Chains” development strategy, mobilize the entire city’s resources, pool wisdom from all sectors, and propel the hydrogen energy industry to an early, robust start and vigorous growth.
The meeting announced the organizational structure of the Shanxi Province Hydrogen Energy Industry Alliance. Wu Dongsheng and Peng Dequan presented plaques to the alliance’s member organizations and handed out appointment letters.
Wu Dongsheng and Zheng Peng jointly unveiled the Shanxi Hydrogen Energy Industry Alliance, and representatives from Shanxi Taihang Industrial Fund Co., Ltd. and Shanxi Pengfei Group Co., Ltd. signed a strategic cooperation framework agreement on financial collaboration in the hydrogen energy sector.
Zheng Peng, Chairman of the Shanxi Province Hydrogen Energy Industry Alliance, delivered a speech on the development status of the Pengfei Group’s hydrogen energy sector and outlined his work plan for the current term. He stated that the Alliance will take the comprehensive reform of the energy revolution as its guiding principle, unite all member organizations, adhere to the inherent laws of industry development, and focus on the entire hydrogen‑energy value chain—covering production, storage, transportation, refueling, application, research, and equipment manufacturing. By actively fostering collaboration among government, industry, academia, research institutions, finance, services, and end‑users, the Alliance aims to seize a leading position in the hydrogen energy sector, accelerate progress, and usher in a new phase of development for Shanxi’s hydrogen energy industry.
Bold exploration and relentless progress. Chairman Zheng Peng highlighted the following key initiatives—“hydrogen production from 200,000-ton coking‑oven off‑gas,” “5 GW of wind‑solar‑and‑electrolysis capacity to produce 100,000 tons of green hydrogen,” “100 integrated hydrogen‑refueling energy islands,” “300,000 hydrogen‑powered heavy‑duty trucks along with supporting fuel‑cell stacks,” “10 GW of battery capacity,” and “zero‑carbon smart logistics technologies”—to underscore Pengfei Group’s commitment to assuming the mission of a nationally leading energy enterprise and its proactive integration into the nationwide hydrogen‑energy industry’s overarching strategic framework.
The speech also highlighted the work plan for the term, focusing on six key areas: collaborative demonstration projects, technological innovation, market development, comprehensive services, the establishment of exchange platforms, and public outreach on hydrogen energy. It noted that, as the chair‑unit, Pengfei Group will guide its member organizations in efficiently developing and utilizing local resources and exploring pathways toward the commercialization of hydrogen energy; continuously increase investment in research and development to break through core, critical technologies underpinning the industry’s growth and accelerate the translation of scientific and technological advances into practical applications; encourage association members to leverage their respective strengths in product R&D, market expansion, and other domains, collaborating on new‑product development and industrialization to promote the sharing of research outcomes and intellectual property; harness the expert committee as a think tank to offer advice and recommendations for the sustainable development of Shanxi’s hydrogen‑energy sector; build an innovative cooperation and development platform in the hydrogen‑energy field to actively foster the province’s healthy, rapid, and coordinated industrial growth; and raise public awareness of hydrogen energy and fuel cells, cultivating a societal climate conducive to the sector’s advancement and advancing the vision of a hydrogen‑based society.
Ren Zhong
Ren Zhong, a member of the Standing Committee of the Lüliang Municipal Party Committee and Executive Vice Mayor, delivered an important address, stating that Lüliang is fully implementing the provincial Party committee and government’s plan to develop a key hydrogen‑energy industrial chain. The city places great emphasis on the growth of the hydrogen‑energy sector, is leading the establishment of a national demonstration cluster for fuel‑cell vehicles, and is making every effort to build a northern hub for the hydrogen‑energy industry. Moving forward, Lüliang will continue to plan and launch a series of projects covering hydrogen production, storage, transportation, refueling, and applications, with the goal of achieving a citywide hydrogen‑production capacity of over 200,000 tonnes by the end of 2025, building 50 hydrogen refueling stations, and increasing the number of hydrogen‑fuel‑cell vehicles in circulation to more than 5,000, thereby establishing a relatively complete industrial development framework.
Wu Dongsheng
Wu Dongsheng, a second-level inspector with the Provincial Development and Reform Commission, expressed full recognition and high praise for the establishment of the Shanxi Province Hydrogen Energy Industry Alliance, and set forth specific requirements and earnest expectations for the Alliance’s future work.
It is required to establish a normalized working mechanism, fully leverage the alliance’s platform role, and explore the development of sound cooperation frameworks and operational models. The alliance’s chair‑unit should serve as the “locomotive,” regularly organizing diverse exchange activities to drive growth across the industry’s upstream and downstream sectors. Meanwhile, the alliance secretariat should function as a “liaison hub,” closely monitoring industry trends, systematically gathering updates on the development of member enterprises, and establishing a resource‑sharing mechanism to enable members to conveniently access and share various resources. Wu Dongsheng also set forth specific requirements for how the alliance can effectively fulfill its roles as a policy adviser and a resource‑integration facilitator.
