At the Hydrogen Economy Development Forum, one of the events held during the 2022 Taiyuan Energy and Low-Carbon Development Forum, Shanxi Pengfei Group made a striking appearance as the forum’s host, joining domestic and international guests to focus on the theme “Green and Low-Carbon: Hydrogen Powers the Future” and discuss a shared vision for the development of the hydrogen economy.
Hydrogen energy is an essential component of the nation’s future energy system, serving as a key driver for building a green, low-carbon industrial ecosystem and creating new growth engines for industrial transformation and upgrading. At the outset of the conference, Zhang Fuming, Vice Governor of Shanxi Province; Han Wei, Executive Deputy Secretary-General of the China Hydrogen Energy Alliance; and Wu Hongwen, Party Secretary and Director of the Shanxi Provincial Department of Industry and Information Technology, addressed the assembled guests.

By building a complete industrial chain—spanning hydrogen production and storage, transportation and refueling, as well as end‑use applications—we can foresee that, in the near future, hydrogen energy will, like coal before it, become Shanxi’s next vibrant hallmark, brimming with promise for the future.

Han Wei, Executive Deputy Secretary-General of the China Hydrogen Energy Alliance, noted that Shanxi, as a major energy and industrial hub, boasts abundant and diversified hydrogen resources, with its installed renewable‑energy capacity ranking among the highest in the country. The province thus holds tremendous potential for clean, low‑carbon hydrogen supply and offers a wealth of application scenarios across sectors such as transportation, chemical manufacturing, and metallurgy. In collaboration with the International Renewable Energy Agency and the Shanxi Provincial Government, the China Hydrogen Energy Alliance is hosting this forum to provide a platform for the industry to explore pathways for Shanxi’s hydrogen‑energy development and to support the province’s transition toward low‑carbon energy.
Subsequently, Wu Hongwen, Party Secretary and Director of the Shanxi Provincial Department of Industry and Information Technology, also commended the strong momentum of leading enterprises in the hydrogen energy industry chain, including Pengfei Group.

The Lüliang Municipal Party Committee and Municipal Government have adopted a forward-looking, strategic approach with substantial investment in advancing the hydrogen energy industry, placing them at the forefront of the province and even the nation. In particular, Pengfei Group has taken the lead in tackling key challenges and driving technological innovation in hydrogen‑energy projects.
During the presentation session, nine distinguished experts and business representatives—including Academician Lin Zhongqin of the Chinese Academy of Engineering, President of Shanghai Jiao Tong University and Deputy Secretary of its Party Committee; Qiao Zhan, Deputy Resident Representative of the United Nations Development Programme in China; Zhang Guangyong, Deputy Secretary of the Lüliang Municipal Party Committee and Mayor; and Chairman Zheng Peng—delivered speeches on topics such as “technological innovation,” “environmental protection,” “the hydrogen economy,” “ecosystem building,” and “industrial chain optimization.” Lin Zhongqin argued that, in the process of achieving carbon peaking and carbon neutrality, synergistic decarbonization through hydrogen and electricity will be a key strategic measure.

We recommend that Shanxi play two key cards and strengthen two critical industrial chains. First, it should leverage its advantages as the region with the nation’s most competitive hydrogen prices and as the country’s largest base for heavy‑truck applications. Second, by fostering two robust chains—drawing on national expertise and attracting high‑quality enterprises—Shanxi can build world‑class technology and industrial value chains. While these two strategic assets represent significant strengths, Shanxi must redouble its efforts to further develop its technological and industrial ecosystems.

Pengfei Group plans to invest RMB 78 billion to develop the Pengwan Hydrogen Port Hydrogen Industry Park—the world’s largest in scale, with the most comprehensive industrial chain and the most advanced process technologies and equipment—aiming to establish a modern industrial ecosystem integrating hydrogen production, storage, transportation, refueling, utilization, research and development, and equipment manufacturing. The project will include the construction of facilities for producing 200,000 tons per year of hydrogen from coking oven off-gas, 5 GW of wind–solar power generation, 100,000 tons per year of hydrogen via photovoltaic electrolysis, a 100,000‑ton liquid hydrogen storage and refueling station, an 80,000‑ton organic liquid hydrogen storage system, 50 integrated hydrogen‑fueling energy islands, annual production capacity for 300,000 hydrogen fuel cell vehicles and 30,000 hydrogen fuel cell construction machines, along with supporting components such as fuel cell stacks, power systems, hydrogen supply systems, and lithium batteries. Upon completion, the park is expected to generate an annual output value of RMB 180 billion, contribute RMB 27.5 billion in taxes and profits, and create 35,000 jobs. To date, all planning phases have been fully launched, and key projects are progressing in an orderly manner.
Drawing on Lüliang City’s overarching development strategy of “One Core, Two Wings, Three Ports, and Four Industrial Chains,” Chairman Zheng Peng outlined Pengfei’s robust initiatives in hydrogen production, renewable‑energy‑based hydrogen generation and storage, hydrogen refueling, hydrogen utilization, equipment manufacturing, and research and development. He underscored Pengfei’s unwavering confidence in the future of hydrogen energy and its commitment to contributing its expertise to the achievement of the dual carbon goals.
