Hydrogen energy is widely recognized as one of the most promising clean energy sources worldwide and serves as a crucial pathway for transforming the energy mix and achieving the “dual carbon” goals.

At 11:00 a.m. on July 21, the signing ceremony for collaborative supply-chain partnerships among enterprises in Shanxi Province’s hydrogen-energy industry chain was successfully held at Pengfei Group. Leading companies including Pengfei Group, Meijin Group, and Shanghai Shenneng Nengchuang Energy Development Co., Ltd. gathered to sign agreements on 16 key projects, with total investments amounting to RMB 26.3 billion. Notably, Pengfei Group entered into contracts with eight firms—Shanghai Shenneng, Shanghai Kunhua, Zhejiang Lanneng, and others—totaling RMB 15 billion in investment.

 

 

Wu Hongwen, Director of the Shanxi Provincial Department of Industry and Information Technology; Zhang Guangyong, Deputy Secretary of the Lüliang Municipal Party Committee and Mayor of the Lüliang Municipal Government; Liu Shiqing, Vice Chairman of the Standing Committee of the Lüliang Municipal People’s Congress and Secretary of the Xiaoyi Municipal Party Committee; Yan Lin, Member of the Party Leadership Group and Deputy Director of the Provincial Department of Industry and Information Technology; Guo Qingzhi, Deputy Secretary of the Xiaoyi Municipal Party Committee and Mayor of the Xiaoyi Municipal Government; as well as key officials from the Xiaoyi Municipal Government, the Xiaoyi Economic Development Zone, and various subdistrict offices, together with Zheng Peng, Chairman of the Board and President of Pengfei Group, and Yao Jincheng, Vice President of Meijin Energy Group Co., Ltd., attended the event in person. The signing ceremony was chaired by Ma Yunxia, Member of the Party Leadership Group, Deputy Director, and First-Class Inspector of the Provincial Department of Industry and Information Technology.

 

 

 

At the outset of the signing ceremony, Liu Shiqing, on behalf of the Xiaoyi Municipal Party Committee and the Xiaoyi Municipal People’s Government, extended a warm welcome to all the guests, expressing his hope that the entrepreneurs present would forge strong partnerships, accelerate the implementation and commencement of their projects, and work together to build a national hydrogen‑energy industrial cluster with the most complete supply chain and the highest level of technological advancement. Following this, Pengfei Group, Meijin Group, Jinnan Iron & Steel, and Dayun Automobile each presented their respective plans for developing the hydrogen‑energy industry.

 

 

 

 

 

In the presence of government leaders including Director Wu Hongwen, Mayor Zhang Guangyong, Party Secretary Liu Shiqing, Deputy Director Yan Lin, Secretary-General Wang Jianqiang, and Mayor Guo Qingzhi, companies along the hydrogen‑energy industrial chain signed cooperation agreements. Among them, Pengfei Group and eight other enterprises—Shanghai Shenneng, Shanghai Hydrogen Morning, Shanghai Kunhua, Zhejiang Lanneng, XCMG Group, Shanxi Jiaokong, PetroChina Shanxi Company, and Taiheavy Group—entered into separate contracts to advance projects such as building more than 30 integrated energy stations, supplying fuel cell stacks for 300,000 heavy‑duty trucks, and developing and manufacturing 30,000 hydrogen‑fuel‑cell‑powered loaders annually. The total investment amounts to RMB 15 billion, with all parties joining forces to forge a modern hydrogen‑energy application industrial chain and jointly establish an innovation‑driven platform for the hydrogen‑energy sector, thereby supporting the creation of a thriving emerging‑industry ecosystem characterized by a complete value chain, specialized division of labor, and collaborative development. Meanwhile, Jinnan Iron & Steel signed agreements with Meijin Energy, Dayun Automobile, Shanxi Hangyang, Nanjing King Long, and FAW Jiefang, with total investments reaching RMB 6.3 billion.

Lüliang City, leveraging leading enterprises in the hydrogen‑energy value chain such as Pengfei Group and Meijin Energy, is working to establish a hydrogen‑energy industrial development framework characterized by “one core, two wings, three ports, and four chains,” with the aim of building a fully integrated, closed-loop ecosystem for the sector. According to Lüliang Mayor Zhang Guangyong, the city’s hydrogen‑energy industry has gained significant momentum, with growth drivers rapidly converging, positioning it to become a frontrunner in hydrogen‑energy development not only in Shanxi Province but across the nation.

 

 

Wu Hongwen, Party Secretary and Director of the Provincial Department of Industry and Information Technology, delivered a concluding address at the meeting.

Wu Hongwen stated that the provincial Party committee and provincial government attach great importance to the development of industrial chains. To implement the decisions and arrangements of the provincial Party committee and provincial government, the Shanxi Provincial Department of Industry and Information Technology has instituted a “three‑one” working mechanism—weekly progress reviews, monthly contract signings, and quarterly briefings—which has fostered a favorable environment for cultivating industrial chains across the province.

Shanxi enjoys distinct advantages in developing hydrogen energy, including abundant resource reserves, low production costs, a strong technological foundation, and supportive policies. Moving forward, the province will fully leverage its cost and resource strengths in hydrogen development and utilization, adhering to the principles of “strong interconnections, tight alignment, close collaboration, and robust profitability.” By strengthening industrial-chain coordination and supporting partnerships, mobilizing multiple initiatives, and adopting a multi‑pronged approach, Shanxi will vigorously advance its efforts to cluster and build a cohesive hydrogen‑energy industry chain, continuously enhancing the sector’s overall momentum and competitiveness.

In addition, Wu Hongwen fully commended Pengfei Group for its strong momentum in advancing hydrogen energy development.

“We hope that Pengfei Enterprise will take the lead, and that all 22 enterprises will follow its example, thereby accelerating the development of our hydrogen‑energy industrial chain and enabling it, by year’s end, to evolve into a relatively complete, fully integrated value chain.”

 

 

A distinctive path of innovation for the hydrogen energy industry, tailored to Shanxi’s unique strengths, has already been laid out, and the province’s blueprint for hydrogen‑energy development is steadily unfolding.
