On the morning of July 21, Shanxi Pengfei Zhichuang Automobile Manufacturing Co., Ltd. 300,000 vehicles per year (Phase I: 30,000 vehicles per year) hydrogen fuel cell vehicle, stack, and system manufacturing project The groundbreaking ceremony was solemnly held at the Shanxi Pengfei Zhichuang Hydrogen-Powered Vehicle Manufacturing Industrial Park.

Wu Hongwen, Party Secretary and Director of the Shanxi Provincial Department of Industry and Information Technology; Zhang Guangyong, Deputy Secretary of the Lüliang Municipal Party Committee and Mayor of the Lüliang Municipal Government; Liu Shiqing, Vice Chairman of the Standing Committee of the Lüliang Municipal People’s Congress and Secretary of the Xiaoyi Municipal Party Committee; Guo Qingzhi, Deputy Secretary of the Xiaoyi Municipal Party Committee and Mayor of the Xiaoyi Municipal Government; along with other leaders from provincial and municipal departments, attended the event. More than 600 representatives, including employees of Pengfei Group and representatives from the construction contractor, were present at the ceremony.

At the outset of the ceremony, Chairman Zheng Peng provided an overview of the project, stating that Pengfei Group will join forces with leading domestic hydrogen‑energy equipment manufacturers—including Shanghai Shenneng, Shanghai Hydrogen Morning, Shanghai Kunhua, Zhejiang Lanneng, and XCMG—to jointly develop the Pengfei Zhichuang Hydrogen‑Energy Vehicle Manufacturing Industrial Park. This marks another major milestone in Pengfei Group’s hydrogen‑energy strategy and represents a significant step toward deepening the green energy transition and taking the lead in achieving carbon neutrality.

The Pengfei Zhichuang Hydrogen‑Energy Vehicle Manufacturing Industrial Park project boasts a total investment of RMB 15 billion. It plans to build production lines with an annual capacity of 300,000 hydrogen‑fuel vehicles, covering heavy‑duty trucks, buses, sanitation vehicles, ambulances, specialized vehicles, urban logistics vehicles, and other new‑energy vehicle types. Additionally, the park will establish a production line for 30,000 hydrogen‑fuel construction machines per year, producing hydrogen‑powered loaders, excavators, forklifts, mining trucks, and truck‑mounted cranes. Complementary core‑component manufacturing facilities will also be developed, producing hydrogen fuel cells, powertrains, hydrogen supply systems, lithium batteries, and more. Spanning 2,200 mu of land, once fully completed and operational, the project is expected to generate an annual output value of RMB 130 billion, contribute RMB 19.5 billion in taxes and profits, and create 11,000 jobs.

Guo Qingzhi stated that the construction of a hydrogen fuel cell vehicle manufacturing project with an annual capacity of 300,000 units fills a critical gap in Xiaoyi City’s efforts to demonstrate the application of hydrogen energy in automotive equipment manufacturing. This initiative not only represents a significant achievement in deepening the comprehensive reform of the energy revolution but also serves as a concrete, practical step to help Shanxi Province and Lüliang City establish themselves as national hubs for hydrogen energy development. He expressed the hope that Pengfei Group and the construction contractors will, while ensuring quality and safety, stay on schedule, mobilize their core teams, and advance the project to high standards, with high quality and efficiency, striving to set a provincial benchmark for the development of the hydrogen energy industry and thereby mark the successful convening of the 20th National Congress of the Communist Party of China.

Zhang Guangyong stated that the commencement of construction on the Pengfei hydrogen‑powered vehicle manufacturing project is both a concrete step to implement the provincial chain‑leader system work conference and a vivid demonstration of the industry’s role in stabilizing the economy and providing a solid foundation. It marks a significant milestone, signaling Lüliang’s hydrogen energy sector as it moves forward into high‑end equipment manufacturing.

It is hoped that Pengfei Group will leverage its strengths in industrial technology and other areas to undertake high-standard planning and high-quality construction, striving to establish a national benchmark for intelligent, digital, and automated automobile manufacturing. Lüliang City will, as always, support the development of the hydrogen energy industry, create favorable conditions for project implementation, provide premium services, and make every effort to build a northern hydrogen energy hub, accelerating the development of Lüliang into a “Hydrogen Capital.”

At 10:40 a.m., Wu Hongwen announced the official commencement of the project.

Colorful balloons fluttered, gongs and drums resounded, and firecrackers crackled in unison. Amid a vibrant atmosphere of festivity and solemnity, the leaders attending the ceremony jointly wielded golden shovels to scatter earth and lay the foundation.
