Leaders from the Taiyuan Municipal Federation of Trade Unions visited Pengfei Group for observation and exchange.
On June 15, Zhang Lei, Chairman of the Taiyuan Municipal Federation of Trade Unions, led a delegation to Pengfei Group to observe and exchange ideas on the development of distinctive trade union initiatives and branding.
Ren Jianrong, Party Secretary and Executive Vice Chairman of the Lüliang Municipal Federation of Trade Unions, attended the event. Li Xiaochun, Deputy Secretary of the Xiaoyi Municipal Party Committee, and Yang Tuan, Vice Chairman of the Standing Committee of the Municipal People’s Congress and Chairman of the Municipal Federation of Trade Unions, also took part. The event was hosted by Lü Xiaofang, Chairwoman of the Pengfei Group Trade Union Federation and Executive Deputy General Manager.
The research delegation visited, in succession, the 5G‑enabled central dispatch and command management platform, the trade union activity center, the R&D building of Pengfei Coking Plant, and the innovation incubation base, gaining first-hand insight into the work achievements and distinctive outcomes of the Pengfei Group Trade Union Federation over recent years. Following a tour of the Pengfei trade union facilities, Zhang Lei, Chairman of the Taiyuan Municipal Federation of Trade Unions, stated that accelerating the reform and development of industrial workers is of great significance to the advancement of trade unions in Shanxi Province.
At the research building of Pengfei Coking Plant, the inspection team paused and conducted a detailed inquiry into the progress of initiatives related to talent development and skills enhancement.
(Zhang Lei, Chairman of the Taiyuan Municipal Federation of Trade Unions): The “industrial worker reform and development” initiative is a directive issued by General Secretary Xi Jinping to trade unions. This year, the central government will conduct performance assessments of Shanxi Province and its provincial Party committee; in turn, the provincial Party committee will assess each city. Accordingly, the central authorities are scheduled to visit Shanxi. Having taken a look, I believe that this site—Pengfei’s facility—already has a solid foundation. If they decide to come to Lüliang, they should do so here.
(Zheng Lixiang, a member of the first graduating class of Pengfei Industrial College): After completing our studies, we earned a full-time associate’s degree.
(Zhang Lei, Chairman of the Taiyuan Municipal Federation of Trade Unions): How much of your tuition can you currently cover with the subsidy?
(Lü Xiaofang, Chairperson of the Trade Union Federation): For example, at our junior college, tuition is reduced by at least one-third, and for students facing financial hardship, we waive it entirely.
(Zhang Lei, Chairman of the Taiyuan Municipal Federation of Trade Unions): For most trainees, after completing this program and obtaining their degree, they benefit from company‑subsidized tuition and scholarships. After these deductions, how much tuition does each student end up paying?
(Lü Xiaofang, Chairperson of the Trade Union Federation): After obtaining his diploma, he receives an additional 100 yuan per month; once he earns an intermediate‑level professional qualification, he gets another 100 yuan. That adds up to 200 yuan a month—2,400 yuan annually—while his tuition costs remain roughly the same each year. With both a degree and professional credentials, he can also apply for management positions, thereby opening up clear career‑advancement pathways.
(Zhang Lei, Chairman of the Taiyuan Municipal Federation of Trade Unions): With an associate’s degree or higher, you can advance into management positions and also qualify for professional title promotions. Once you obtain a professional title or secure a managerial role, your salary and benefits will improve. By paving this clear career pathway, your three exemplary practices are, in my view, well worth learning from.
The research team highly commended the outstanding achievements and notable highlights demonstrated in the work of the Pengfei Group Trade Union Federation, stating that they would take back the valuable lessons learned. They also offered constructive guidance to help the Pengfei Trade Union Federation further advance its next phase of work.
