On December 8, 2021, Shanxi Yonghong Coal Industry Co., Ltd. officially joined Pengfei, thereby completing a critical link in the coal‑related segment of the Pengfei Group.
Due to longstanding issues—including an unclear mining operator, unresolved resource‑payment matters, an expired environmental impact assessment report, and incomplete land‑use approval procedures—the Yonghong Mine’s mining license has been invalid for four years, leading to the mine’s closure and plunging it into a period of developmental stagnation.
As the fragrant blossoms of April have faded, the stars and the sun return in May. The Yonghong Coal Mine in Wuxiang, a shaft that had lain dormant for four years, has been reborn through its integration into Pengfei. In less than half a year, it has undergone a remarkable transformation, shedding its old identity and embracing a fresh new chapter as part of the Pengfei family—changes that extend beyond its appearance and environmental cleanliness to yield encouraging news in recent days.
On May 25, 2022, the Shanxi Provincial Department of Natural Resources issued the “Notice on the Issuance of a Mining License” (Document No. Jin Ziranzi Xing Shen Zi [2022] No. 143): Regarding the mining registration of Shanxi Yonghong Coal Industry Co., Ltd., upon review, it was found to be in compliance with relevant regulations; accordingly, registration is approved and a mining license is hereby issued.
A mining license is a prerequisite for the lawful construction of a mine and directly affects the preparation and review of critical documents such as the Preliminary Design and the Safety Special Chapter.
To complete the mining license application in the shortest possible time, with strong support from Zheng Peng, Chairman of the Board and President of Pengfei Group, Cao Wangjian, Chairman and General Manager of Majunyu Company, took charge of overall planning and coordination. He assembled a dedicated task force comprising Deputy General Manager of External Relations Hao Zhongbao, Mine Manager Kang Bao of Yonghong Coal Industry, and others. Driven by a profound sense of responsibility, mission, and urgency, they tackled the challenge head-on, leveraging speed to outpace delays and striving for progress through rapid action. In just 11 days, they successfully completed all necessary procedures—applications, notifications, joint reviews, and approvals—at multiple administrative levels, from the county to the city and province. Through these concrete efforts, they embodied Pengfei’s hallmark spirit of “rising to challenges and pursuing excellence,” laying a solid foundation for achieving the goal of completing and commissioning the mine within 18 months, with an ambitious target of 15 months.
