“ “Wherever there are people, there must be oversight; wherever there is maintenance, there must be a plan.” On the morning of May 22, Pengfei Group convened a special meeting to implement the “Two Musts” initiative. At the meeting, Zheng Peng, Chairman of the Board and President of Pengfei Group, delivered an important address, charting the course for the group to achieve comprehensive refined management and drive high-quality development.

Chairman Zheng Peng underscored the significance of this meeting, emphasizing that 2022 is a pivotal year for the Group to advance management transformation, strengthen workplace safety, and firmly uphold the principle of putting life first. Coinciding with three major milestones—the three-year special campaign for workplace safety in Shanxi Province, the successful convening of the 20th National Congress of the Communist Party of China, and the 30th anniversary of Pengfei’s founding—this is a critical moment to translate the commitment to “life first” into concrete actions in both production and daily life. We can no longer allow past complacency or self‑confidence to prevail; neglecting safety, weakening oversight of workplace safety, failing to maintain robust safety standards, and undermining measures for civilized production will inevitably be met with real‑world consequences. In managing safety as an inviolable bottom line, there is no room for second chances—only responsibility and accountability can ensure effective implementation and steadfast adherence to these principles.

Start from scratch and strive toward zero—what we bring in is health, what we deliver is health, the process itself is healthy, and the outcome is healthy. Without soundness and well-being, how can there be true happiness? We can no longer measure today’s development by yesterday’s mindset or outdated standards; instead, we must harness the sense of reverence among cadres and the conscientious duty of oversight to elevate the happiness index of all those subject to regulation.

Without a sense of reverence for the system, there can be no corresponding respect in outcomes.

Following the conference, each factory, mine, and production unit shall assume primary responsibility and independently develop “Two Musts” oversight plans, ensuring that every maintenance operation is documented, reported, recorded in a ledger, and captured on video, thereby rigorously monitoring each site. The safety management authorities must conduct a thorough review of the video footage submitted with each day’s maintenance plan, and impose strict accountability for any non‑compliant practices, environmental conditions, operational procedures, or equipment identified during the course of maintenance, so as to ensure that the “Two Musts” are fully implemented.

Strengthen principal responsibility, ensure that oversight is firmly anchored at the grassroots level, on-site, and during analytical meetings, and resolutely prevent any safety incidents from occurring anywhere.

All personnel—whether they are our own staff, partners, or construction teams—who enter the Pengfei area must comply with our oversight requirements and rigorously implement their duties. All maintenance contracts must be re‑examined to ensure that safety‑related provisions are fully in place, with particular emphasis on safety measures, civilized production practices, and employee competence. Comprehensive supervision and acceptance inspections must be carried out. Any work crews or companies that fail to meet our safety standards or pose potential safety hazards must be promptly rectified, and any conduct that adversely affects our ground‑based production facilities must be swiftly addressed and eliminated.

There is no choice but safety.

We must steadfastly uphold the “Two Musts” and bid farewell to the “Three Negatives,” ensuring that the “Two Musts” accompany Pengfei throughout its journey of growth. With a spirit of reverence, let our mission, responsibilities, and values guide our future development, yielding results that fill us with pride, confer dignity, and enhance our standing—rather than inflicting harm through carelessness, arrogance, or indifference. Let Pengfei’s mission and the values of its people truly serve as beacons and benchmarks, shining brightly in every role and position held by each cadre and employee.

The upcoming month of June marks the 21st National “Work Safety Month.” By complying with the Work Safety Law and fulfilling our responsibilities as primary persons in charge, Pengfei is taking action!
