Since the beginning of this year, Lüliang City has remained firmly committed to its hydrogen‑energy industry development strategy of “One Core, Two Wings, Three Ports, Four Chains,” proactively planning and strategically positioning itself while vigorously advancing all related initiatives. On the morning of March 11, Vice Mayor Yang Jucái of the Lüliang Municipal Government convened a meeting to promote the development of the hydrogen‑energy sector.

On the morning of March 11, Vice Mayor Yang Jucái of the Lüliang Municipal Government convened a meeting to promote the development of the hydrogen‑energy sector.
The Lüliang Municipal Bureau of Industry and Information Technology, the Municipal Development and Reform Commission, the Municipal Energy Administration, the heads of planning and drafting from Taiyuan University of Technology, representatives of hydrogen‑energy enterprises, and colleagues from relevant departments attended the event. Zheng Peng, Chairman of the Board and President of Pengfei Group, was invited to participate.
At the meeting, Li Bingfeng, Party Secretary of the Lüliang Municipal Bureau of Industry and Information Technology; Yan Binsheng, Director of the Lüliang Municipal Development and Reform Commission; and a representative from Taiyuan University of Technology each presented reports to Vice Mayor Yang Jucái on the progress of Lüliang’s hydrogen energy industry and on the “Lüliang Municipal Hydrogen Energy Industry Development Plan.”
Chairman Zheng Peng spoke as a representative of hydrogen‑energy industry enterprises. He noted that Pengfei Group currently faces several issues—such as land‑use application quotas, procedural formalities, and approval processes—that require government coordination to resolve. At present, the key bottleneck hindering the development of the hydrogen economy lies in the comprehensive supporting administrative procedures. Meanwhile, to ensure the successful construction of the hydrogen‑energy base, Pengfei Group will impose stringent standards and rigorous requirements on all construction teams. Chairman Zheng also emphasized that, in line with current domestic and international development trends, swiftly establishing a carbon‑neutral research institute and a trading platform is of paramount importance.
After hearing reports from the participants and remarks by two corporate representatives from Pengfei Group and Meijin Group, Yang Jucái emphasized that the planning for Lüliang City and Shanxi Province must be integrated, and that the plans of the provincial, municipal, and enterprise levels should be closely aligned. He stressed that enterprises must remain the primary actors, while the government’s role is to serve them—by streamlining approval procedures and offering favorable policies—in order to foster business growth.
Yang Jucai urged Taiyuan University of Technology to refine its planning in accordance with the requirements, while the two enterprises, Pengfei and Meijin, were encouraged to adopt a long-term vision, benchmark themselves against world-class standards, and cultivate a spirit of collaboration. By turning their plans into concrete action, they should leverage their respective strengths to complement one another and help Lüliang City’s hydrogen energy industry achieve steady, sustainable development.
At present, Lüliang’s hydrogen‑energy sector has entered a critical phase. As a leading representative of the hydrogen‑energy industry, Pengfei Group was invited to attend this conference—both as recognition from the Lüliang Municipal Government of the group’s pragmatic commitment to transformation and comprehensive reform, and as an expression of high expectations for the Pengwan Hydrogen Port Hydrogen‑Energy Industrial Park project to spearhead Shanxi’s drive toward high‑quality development.
