Pengfei Group and China National Petroleum Corporation Shanxi Sales Company have successfully signed a strategic cooperation agreement.

On October 19, Zheng Peng, Chairman of the Board and President of Pengfei Group, and Liang Guobin, Executive Director and Party Secretary of China National Petroleum Corporation Shanxi Sales Company, successfully signed a strategic cooperation agreement between the two companies. Leveraging their respective strengths, the two parties will collaborate sincerely to pursue shared development, jointly building integrated energy refueling stations—covering oil, gas, hydrogen, electricity, and non‑fuel products—both within and beyond the province, thereby achieving mutual benefit, win‑win outcomes, and common growth.

Leveraging their respective strengths, the two parties will collaborate sincerely, pursue shared development, and jointly build integrated energy refueling stations—covering oil, gas, hydrogen, electricity, and non‑fuel products—both within and beyond the province, thereby achieving mutual benefit, win‑win outcomes, and common growth.

Bai Qingchun, Director of the Lüliang Municipal Bureau of Commerce; Zhao Jianxi, Secretary of the Xiaoyi Municipal Party Committee; Yang Guang, Deputy Secretary of the Municipal Party Committee and Mayor; Zhang Youquan, Deputy Secretary of the Party Working Committee and Deputy Director of the Management Committee of the Xiaoyi Economic Development Zone; and Vice Mayor Li Yongsheng, along with other leaders from various levels of the Party and government, jointly witnessed the event.

Chairman Zheng Peng stated that Pengfei is firmly leveraging the industrial advantages of Pengwan Hydrogen Port and Lüliang City’s hydrogen‑rich industrial base, with the goal of establishing a “Northern Hydrogen Supply Hub.” The successful signing of an agreement with China National Petroleum Corporation Shanxi Sales Company marks another period of robust growth for Pengfei’s hydrogen energy sector. By seamlessly integrating Pengfei’s strengths with CNPC’s industrial expertise—combining the agility of a private enterprise with the resources of a state‑owned giant—the two parties have taken a significant step forward in areas such as hydrogen refueling and storage. It is hoped that this collaboration will soon yield tangible results.

Liang Guobin believes that this signing marks a promising start for China National Petroleum Corporation Shanxi Sales Company and Pengfei Group—both energy enterprises—to proactively align with the nation’s “dual carbon” goals, using hydrogen as a catalyst to jointly pursue the transformation and development of the hydrogen energy sector. The two parties will take the high-quality development of Lüliang City’s hydrogen‑energy industry as their shared mission, focusing on the construction and operation of integrated “oil–gas–hydrogen–electricity–non‑fuel” energy‑supply stations. They will continue to deepen cooperation in new‑energy and high‑efficiency energy fields, fully leveraging their respective strengths in resources, technology, and capital, thereby contributing to Lüliang City’s energy revolution and the promotion of local economic growth.

Li Yongsheng provided an overview of the secondary sector in Xiaoyi City. He noted that the Pengwan Hydrogen Port Hydrogen Energy Industrial Park project was planned and laid out in light of the city’s specific circumstances, under the strategic guidance of the Lüliang Municipal Party Committee and Municipal Government, and constitutes a key initiative for Xiaoyi’s transformation and development. Detailed plans have already been drawn up for the project’s early-stage hydrogen refueling station network, industrial application scenarios, and municipal‑level use cases, positioning it to yield tangible results by the end of this year. He expressed confidence that, following the successful signing of an agreement between Pengfei and PetroChina Shanxi Sales Company, the project will achieve even greater success in the planning, construction, and deployment of the hydrogen energy industry.

Bai Qingchun, on behalf of the Lüliang Municipal Government, extended his sincere congratulations on the successful signing of the agreement between Pengfei Group and China National Petroleum Corporation Shanxi Sales Company. He expressed the hope that both parties will remain true to their original commitment, honor their agreed‑upon responsibilities, take proactive measures, and act with a sense of urgency to vigorously advance the sharing of multi‑faceted resources, thereby taking the lead in ensuring the successful implementation, commissioning, and operational effectiveness of their collaborative projects in Lüliang City. The Lüliang Municipal Bureau of Commerce will regard the promotion of this strategic cooperation as its core mission, deploying concrete actions and initiatives to wholeheartedly address practical challenges faced by both sides and provide comprehensive services and support.

The signing ceremony concluded successfully to warm applause, and we are confident that Pengfei and China National Petroleum Corporation Shanxi Sales Company will unite in purpose, align their efforts, and move forward together to forge a green synergy, effectively implement the new development philosophy, promote low‑carbon, green development, and contribute to the early achievement of the strategic goals of carbon neutrality and peak carbon emissions.

Prior to the signing, Chairman Zheng Peng also accompanied the visiting leaders on a tour of Pengfei’s 5G+ Central Dispatch and Command Management Platform.

Liang Guobin stated that, through the visit, he gained a deeper understanding of Pengfei Group’s history and its strategic development plans, appreciated the company’s people‑centric culture—emphasizing loyalty to the enterprise and dedication to society—and witnessed the group’s diversified, high‑tech growth. He also came to appreciate the unique appeal of Pengfei Group as an outstanding private enterprise in Shanxi Province.
