The groundbreaking ceremony for the first batch of key projects in the Wenshui Economic Development Zone for 2020 was held.

On February 24, the inaugural ceremony for the first batch of key projects in the Wenshui Economic Development Zone for 2020 was held at the construction site of the 1.1-million-ton coking project, a joint venture between Pengfei Group and Jindi Coal & Coking Co., Ltd. The event was presided over by Wang Feng, Deputy Secretary of the Wenshui County Party Committee and County Mayor.

Liu Zhenguo, Secretary of the Party Group of the Standing Committee of the Lüliang Municipal People’s Congress, and Liu Yanbin, Secretary-General of the Standing Committee; Liang Baoming, Secretary of the Wenshui County Party Committee; Zheng Peng, Chairman of the Board and President of Pengfei Group, as well as President of both the Lüliang Coking Industry Association and the Lüliang Private Entrepreneurs Federation; Hu Jinhui, Vice Chairman of Jindi Coal & Coking Co., Ltd.; along with other relevant leaders from government agencies, enterprises, and construction firms, attended the event.

Su Dehuan, Deputy Secretary of the Party Working Committee and Executive Deputy Director of the Wenshui Economic Development Zone, provided an overview of the key projects for 2020 and the eight projects commencing construction in this round, and delivered a statement expressing his commitment to vigorously advancing their commencement.

Chairman Zheng Peng, speaking as a representative of the enterprise, outlined Pengfei Group’s development history, corporate culture, and social accolades, and expressed his sincere gratitude to the Wenshui County Party Committee and County Government for their comprehensive support of the enterprises based in Pengfei.

It was stated that, under the dual pressures of the pandemic and economic downturn, the simultaneous commencement of multiple projects demonstrates the Wenshui County Party Committee and County Government’s commitment to implementing the spirit of the Lüliang City Conference on Project Construction and upholding the principle of “transformation as the guiding framework, projects as paramount.” With the strong support of the county Party Committee and government, and with the full cooperation of Jindi Coal & Coking—characterized by its inclusiveness and broad-mindedness—Pengfei Group will work in unison with the government and enterprises, sharing a common vision, direction, and path. Adhering to the positioning of “if we do it, we do it best,” the group will complete this project, scheduled for 18 months, to a high standard and with superior quality within 15 months, thereby making its due contribution to building a beautiful and prosperous Wenshui.

Zhang Xiaoliang, Deputy General Manager of China National Chemical Engineering Group Co., Ltd., the construction contractor, delivered a statement pledging to spare no effort in ensuring the project’s successful completion and to carry out the construction tasks efficiently and to the highest quality standards, in line with the established objectives.

In his address, Liu Zhenguo, Secretary of the Party Group of the Standing Committee of the Lüliang Municipal People’s Congress, pointed out that the Lüliang Municipal Party Committee and Municipal Government have steadfastly balanced epidemic prevention and control with economic and social development. The simultaneous commencement of projects in the Wenshui County Economic Development Zone underscores the Wenshui County Party Committee and County Government’s commitment to implementing the provincial Party committee’s guiding principles of “Four Priorities, Four Highs, and Two Synchronizations” and the “Project‑First” approach.

It is hoped that the Wenshui County Party Committee and County Government, together with the Economic Development Zone, will remain firmly committed to a goal‑oriented, problem‑oriented, and results‑oriented approach; create a business environment characterized by “three alignments” and “six bests”; implement measures to support the development of private enterprises; strengthen project coordination; rigorously enforce the project‑liaison system; promptly address bottlenecks in project implementation; adopt reverse‑schedule planning and visual management; and ensure that projects maintain quality, safety, and progress, thereby achieving early commencement, early production, and early realization of benefits.

Subsequently, Liang Baoming, Secretary of the Wenshui County Party Committee, announced the official commencement of the first batch of centrally coordinated projects.

Following the ceremony, government and corporate leaders toured the industrial sandbox model at Jindi Coal & Coking, gaining a comprehensive understanding of the circular‑industry layout and the concrete outcomes of Pengfei’s entry into the park—namely, filling existing industrial gaps and completing and extending the value chain. Liu Zhenguo, Secretary of the Party Leadership Group of the Standing Committee of the Lüliang Municipal People’s Congress, convened a symposium to thoroughly assess the challenges facing the project, conduct on‑site analysis and discussion, and finalize remedial measures while setting clear timelines for advancing the initiative.
