From January 25 to 27, the High-Level Training Program on High-Quality Development for Private Entrepreneurs of Lüliang City was held at Nankai University. Researcher, Academic Advisor to the China Finance Forty Forum, and former Mayor of Chongqing, Huang Qifan, delivered a special report, while Zheng Peng, President of the Lüliang Private Entrepreneurs Federation and Chairman of the Board of Pengfei Group, gave the opening address. Huang Qifan delivered a comprehensive exposition on “The New Characteristics and Achievements of China’s Manufacturing in the New Development Paradigm, along with Strategic Pathways for High-Quality Development during the 15th Five-Year Plan Period,” offering an in-depth analysis of the formation and core attributes of the new development pattern—centered on the domestic circulation while fostering mutual reinforcement between domestic and international circulations. He examined the significant progress made by Chinese manufacturing from multiple perspectives, including its share in global industries, the degree of supply-chain self-reliance, and the upgrading of export structures. Furthermore, focusing on three key priorities—cultivating emerging industries of future growth, advancing the green and digital transformation of existing industries, and promoting the integrated development of producer services—he systematically outlined the critical implementation pathways for achieving high-quality development during the 15th Five-Year Plan period. His insights provide participating entrepreneurs with vital strategic guidance and a clear roadmap, enabling them to accurately grasp the core competitive strengths of China’s manufacturing sector, anticipate industry trends, and formulate scientifically sound plans for high-quality development over the next five-year period.

Zheng Peng pointed out that, Held in the inaugural year of the 15th Five-Year Plan, this training program represents the highest‑level, most expertly taught, and most comprehensive systematic course ever organized by the Lüliang Private Entrepreneurs Association. It aims to help private entrepreneurs enhance their macro‑level analytical capabilities, strengthen their digital transformation mindset, and refine their modern corporate governance systems, thereby enabling enterprises to achieve steady, long‑term progress in cultivating new‑type productive forces, fostering industrial chain collaboration, and ensuring compliant operations. Zheng Peng emphasized that Lüliang is the fertile ground where the “Lüliang Spirit” was born and the birthplace of the timeless culture of “cultivating virtue, achieving merit, and leaving a legacy.” He encouraged all participants to take “filial piety” as their starting point and “righteousness” as their guiding principle, to inherit and carry forward the Lüliang Spirit, and to translate what they have learned into concrete actions that build enduring enterprises, thus writing a new chapter of heroic achievements for Lüliang in the pursuit of high‑quality development.
